Best areas to buy property in Muscat
Where to look depends on who you are and what you want the property to do. A plain comparison of Muscat's main areas.

Start with your goal, not the map
There is no single best area in Muscat. The right choice depends on three questions: can you legally own there, will you live in the property or rent it out, and how long do you plan to hold it? A family relocating to Muscat, an overseas investor looking for rental income and a GCC buyer wanting a central apartment will each end up in different places.
This guide compares the areas we work in most. It focuses on ownership, lifestyle and tenant demand rather than prices, because prices vary by building and change with the market. For current figures, ask us for a comparison based on live listings.
If you need freehold as a foreigner
Non-Omanis can generally own freehold only inside licensed Integrated Tourism Complexes (ITCs), under Royal Decree 12/2006. That narrows the options for international buyers, and it is the first filter to apply. See our guide to whether foreigners can buy property in Oman.
Al Mouj Muscat
A waterfront community on the Seeb coast with a marina, beach and golf course, and a walkable mix of apartments, townhouses and villas. The developer describes it as Oman's first ITC. Tenants are typically expatriate professionals and families who want a complete lifestyle community, so well-presented furnished homes near the marina and beach are in demand.
Best for: international buyers who want freehold, lifestyle living and premium buy-to-let. Read the Al Mouj area guide.
Muscat Hills
A golf-course community close to the airport, with apartment buildings such as The Links and Hills Avenue, townhouse and villa clusters, and commercial buildings such as Pavilion. It is marketed to foreign buyers as freehold, and we confirm the title type of each unit. Tenants include professionals who travel often or work near the airport, and families who want golf views and space.
Best for: freehold buyers who want a quieter setting near the airport, and investors in both residential and commercial units. Read the Muscat Hills area guide.
Bawshar
A central district with modern apartment buildings, large malls, hospitals and schools, and fast access to the main highway. It sits outside the ITCs, so ownership by non-Omanis is restricted, but it has a broad and steady tenant base. Building management and owners association quality make a big difference to how well a unit rents over time.
Best for: Omani and GCC investors, and tenants who want a central address. Read the Bawshar area guide.
Al Qurum
One of the capital's most established neighbourhoods, close to the beach, parks and older business districts, with villas and low- to mid-rise apartments. Like Bawshar, it is outside the ITCs. Demand comes from senior professionals, diplomats and families who value an established address.
Best for: tenants seeking an established neighbourhood, and Omani and GCC owners of villas and apartments. Read the Al Qurum area guide.
Madinat Al Irfan
A new urban district being developed in phases near the airport and the Oman Convention and Exhibition Centre, described by OMRAN as a mixed-use development. Much of it is still being delivered, so buyers here usually take a longer view. Ownership rights differ between projects, so check each one.
Best for: longer-term investors and buyers interested in new or off-plan construction. Read the Madinat Al Irfan area guide.
Beyond Muscat
Two resort destinations are popular with second-home buyers. Jebel Sifah, south-east of the capital between mountains and sea, is an ITC with a marina and golf. Hawana Salalah on the Dhofar coast draws visitors during the khareef season. Both suit holiday use and seasonal letting more than year-round tenancies.
What to compare before you choose
Once you have a shortlist, compare like for like.
- Title type: freehold, usufruct or restricted.
- Service charges and the quality of the owners association.
- Who rents in the building and how long units stay empty between tenants.
- Build quality, maintenance history and parking.
- Distance to work, schools and the airport for your likely tenants.
Frequently asked questions
Where can foreigners buy in Muscat?
Mainly in licensed Integrated Tourism Complexes, such as Al Mouj Muscat. Other developments like Muscat Hills are marketed as freehold to foreign buyers; we confirm the title of each unit.
Which area is best for rental income?
It depends on the tenant you are targeting. Al Mouj suits premium furnished lets, Muscat Hills suits professionals near the airport, and Bawshar suits a broad central market. Ask us for current rent and vacancy data for specific buildings.
Is Madinat Al Irfan a good investment?
It is a long-term, phased development. It can suit patient investors, but returns depend on the delivery of nearby offices and amenities, so review the project and payment plan carefully.
Do you have prices for each area?
We only quote prices from live listings and recent transactions because they vary by building and change often. Contact us for an up-to-date comparison.
